Who is a user?

Users of the health and social services network are all those who, at some point in their lives, use the network’s services..

These include pregnant women, anxious people, young people in child and youth protection centres, people with disabilities, young people with ADHD, workers on sick leave, people living with cancer, people with addictions, CHSLD residents, and seniors living at home who receive support services from a CLSC or their families.

In short, all Quebecers are users.

Definition proposed by the Ministry of Health and Social Services

A user is a physical person who uses, or has used, health or social services provided by a facility in the Quebec health and social services network. The notion of a user must be interpreted in relation to the admission, registration, or enrollment of the user and their relatives who receive services. Thus, insofar as the person concerned can establish that they have received a service from a facility, they are considered a user. There are no restrictions on the nature, frequency, or continuity of the service received by the user or their family.
