Clienteles and facilities
Facilities offer the population general and specialized services corresponding to the five main missions defined by the Act respecting health services and social services, depending on whether they operate:
- a local community service centre (CLSC);
- a hospital centre (CH);
- a residential and long-term care centre (CHSLD);
- a child and youth protection centre (CPEJ);
- a rehabilitation centre (CR).
Users and in-patients committees are active in all these facilities, defending the rights of all users of the health and social services network, while taking into account the specific needs and characteristics of each facility’s clientele.
Youth
Child and youth protection centres are public institutions in every region of Quebec. They are responsible for providing specialized assistance to young people experiencing serious difficulties and to their families. They are governed by the Act respecting health services and social services, the Youth Protection Act, the Youth Criminal Justice Act and the Civil Code. (1)
Accommodation
The mission of a residential and long-term care centre (CHSLD) is to provide, on a temporary or permanent basis, accommodation, assistance, support and supervision services, as well as psychosocial, nursing, pharmaceutical, medical and rehabilitation services, to adults who, due to a loss of functional or psychosocial autonomy, can no longer remain in their natural living environment. This page on the website of the organization L’Appui pour les proches aidants describes the various types of accommodation available to people with a loss of autonomy in both the public health and social services network and the private network.
In November 2019, the Minister Responsible for Seniors and Caregivers, Marguerite Blais, unveiled the creation of seniors’ and alternative homes to complement existing resources.
Rehabilitation
The mission of a rehabilitation centre is to provide adaptation or rehabilitation and social integration services to people who need such services because of physical or intellectual impairments, behavioural, psychosocial or family difficulties, or addiction to alcohol, drugs, gambling or any other addiction.
