Who is a user?
Users of the health and social services network are all those who, at some point in their lives, use the network’s services.
They include, for example, a pregnant woman, a person living with anxiety, a young person in a child and youth protection centre, a person with a disability, a young person with ADHD, a worker on leave, a person living with cancer, a person dealing with an addiction, a resident in a CHSLD, or a senior living at home who receives help from their CLSC or loved ones.
In short, all Quebecers are users.

Definition proposed by the Ministry of Health and Social Services
A user is a natural person who receives, or has received, health services or social services provided by a facility of Quebec’s health and social services network. The notion of user must be interpreted in relation to the admission, registration or enrolment of the user and of their loved ones receiving services. Thus, as long as the person concerned can establish that they received a service from the facility, they are considered a user. There is no restriction as to the nature, frequency or continuity of the service received by the user or their loved ones.
Definition by the Ministère de la Santé et des Services sociaux, Reference framework for users committees and in-patients committees, 2018.
